Change collator amount from 16 to 20 - public proposal #1

I support raising the number of collators since the minimum percentage as commision was introduced.

How does this help anyone, in any way, other than to give someone like [0x...6aea] a chance to run their own collator(s) and increase their own rewards? Seems rewards on all collators will decrease, disincentivizing people to pay the costs to run the collator, particularly since the max commission is locked at 30%. Which may in fact be the ultimate plan 🤷‍♂️

I know that communication isn't really Darwinia's thing, but perhaps our fearless leader Crocodile up there could explain the reasoning in more depth, and of course address how (if) the locked commission level factors in. Maybe if we increase the number of collators by 25%, we should increase the % rewards that go from team to collator by 25%.

Would like to know if there is a technical reason to increase the number of collator. Are we seeing more traffic on the chain that is requiring this move for stabilization?
